The work was performed under the European Neighborhood and Partnership Instrument East Countries Forest Law Enforcement and Governance II Program (FLEG II - ENPI East). The Program is aimed at improving forest management mechanisms as a result of addressing priority tasks outlined in the St. Petersburg Ministerial Declaration and Indicative Plan of Actions for the Europe and North Asia Forest Law Enforcement and Governance (ENA-FLEG) process.
In this paper we propose a new strategy strategy for combating forest fires: the transition from their total management extinguishing inflammability territory, on the basis of ecological and economic evaluation of the effects of forest fires. With proposed in the methodology of the original algorithm is a sequence of actions to collect and analyze available information and departmental data, the responsible persons and organizations can carry out forest fire zoning unit of forest management, to calculate an annual rate of burning and to assess the risk of damage to the socio-economic and / or environmental attributes values.
The monograph is intended for forest experts, as well as a wide range of stakeholders interested in the development of forest relations.
