The report is dedicated to multipurpose forest resources use and analysis of existing barriers and opportunities (at federal and regional levels) for its development. The report presents data on forests in Altai-Sayan ecoregion (including 6 regions of Russia – the Republic of Altai, Khakassia, Tuva, Altai, Krasnoyarsk and Kemerovo Regions), their area, values at the global level.

The report covers information on the forest management system of the Russian Federation at various levels, responsibilities of authorities in the field of forest use and reforestation, practice of forest planning and necessary procedures and documents, variety of forest use types, (including use of timber and non-timber resources, use of forests for recreational and agricultural purposes). The report provides information about rules and regulations on forest resources use. Data on legal framework for multipurpose use of forest resources, including standards of wood harvesting, rights and duties of individuals and legal entities in the field of multipurpose forest resources use is also presented in the report. The material describes dynamic of the changes in the area of forest lease split for the types of forests resource use for the region and features of  law enforcement, it presents information about activity of enterprises, involved in timber and non-timber resources use.

The report discloses key challenges, related to multipurpose use of forest resources (legislative, administrative, logistics, financial, informational) and offers recommendation to overcome them to develop multipurpose use of forest resources, including promotion of legislative initiatives, administrative support, distribution of training materials on the business planning and risk assessment.
