At a meeting in Krasnoyarsk, Russia, FLEG II Program expert Alexey Bobrinsky took part in the meeting of the Coordinating Council for the Protection of Forests of the Krasnoyarsk Krai, Russia's second largest region. The Council consists of representatives of various government agencies of different levels, including the Ministry of Natural Resources and Environment of the Krasnoyarsk Krai, as well as NGOs.
The Council discussed the problem of reducing the payment rate per volume unit of logged wood that was damaged by pests, wind, fire, and other natural disasters. The participants concluded that the quantitative criteria of the quality loss set for such wood in the existing forestry legislation is not sufficient. Additional quality assessment criteria should be developed in order for this legislative rule to be accepted for practical application. The Council is now preparing the list of the proposed amendments.
