Assignment Title: ENPI FLEG Analytical Study on the impact of the use of inefficient and low quality energy saving technologies in civil construction in regions of Azerbaijan on livelihood of local forest depended communities (Azerbaijan)

The International Union for Nature Conservation (IUCN) has received financing from the World Bank toward the cost of the Regional Program on Improving Forest Law Enforcement and Governance in the European Neighborhood Policy East Countries and Russia (ENPI/East FLEG II), and intends to apply part of the proceeds for consulting services.

The analytical Study on impact of use of energy inefficient and low quality energy saving technologies in civil construction in regions of Azerbaijan on livelihood of local forest depended communities in Azerbaijan will include:

• Provide full-scale evaluation on existing use of the energy-efficient and energy-saving methods in the rural civil construction business as well as insulation materials and covers;
• Provide evaluation on historically traditionally utilized energy-efficient construction materials and covers as well as traditional heating devices as well as to conduct an evaluation of the current use of these devices in the regions;
• Provide evaluation of use of various alternative methods which can possibly replace consumption of wood as fuelwood for the heating purposes and to assess all possible economic and technical difficulties and barriers in this direction
• Measure the values of consequences of impact of use of energy inefficient and low quality energy saving technologies in building construction on livelihood of local forest depended communities;
• Provide more technical information and analysis of the potential possibilities and technical, economic or financial barriers  for development of energy-efficient and energy-saving methods in the rural civil construction to use for decision makers in order to improve governance;

The IUCN now invites eligible consultant (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• Bachelor or higher degree in economy of construction industry, energy efficiency and energy saving in civil construction or other related subject;
• Prior experience in conducting surveys, research and expertise on  technical  valuation of the construction industry, energy efficiency , energy saving and green building  issues  or in other related fields;
• Extensive knowledge and understanding of the current issues of environmental management and governance in Azerbaijan as well as knowledge and acquaintance with governmental structures and other stakeholders;
• Knowledge and understanding of and working experience with IUCN regulations and guidelines as well as strong inter-personal skills and ability to work in different cultural contexts;
• Proven ability to prepare and write high quality reports in technical specification of the construction industry, energy efficiency and energy saving in civil construction or other related fields;
• Fluency in written and spoken Azerbaijan, Russian, and good working knowledge of English;
• Computer literacy, including the use of MS Excel, PowerPoint, and Word or similar office applications, acquaintance with the principles of statistical analysis, as well as proficiency in performing internet research to support documents that may be required for program implementation.

The assignment should be fulfilled within a 12-month period starting May 10, 2015

The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the World Bank’s Guidelines “Selection and Employment of Consultants under IBRD Loans & Grants by World Bank Borrowers” (January 2011) ("Consultant Guidelines"), setting forth the World Bank’s policy on conflict of interest and eligibility.

A Consultant will be selected in accordance with the Selections Based on the Consultants' Qualifications (CQS) method set out in the Consultant Guidelines.
