Assignment Title: Conducting Youth Contest of Drawings “My Native Forest” in Georgia

WWF-Caucasus Programme Office has received financing from the European Commission (through the World Bank and WWF International) toward the cost of the regional Program European Neighborhood and Partnership Instrument (ENPI) East Countries Forest Law Enforcement and Governance (FLEG) II, and intends to apply part of the proceeds for consulting services.
This consulting service involves the conducting of youth drawing contest (among schoolchildren) “My native forest” in Georgia. The selected firm should take all necessary steps for the accomplishment of this task, as specified in the attached Terms of Reference. The expected time of commencement of the service is late August or early September 2015.
WWF-Caucasus Programme Office now invites eligible firms (“Consultants”) to indicate their interest in providing this service. Interested Consultants should provide information that they have the required qualifications and experience to perform this service, according to these criteria:
The CVs of key personnel who would be involved in the conducting of this assignment, should also be sent.
The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, setting forth the Bank’s policy on conflict of interest and eligibility.
The Consultant will be selected in accordance with the Consultants’ Qualifications (CQS) method. Your experience and qualification (described in your Expression of Interest, EOI) will be evaluated as follows:
(i) Overall experience relevant to the assignment - 20%
(ii) Qualifications and competence specifically for the assignment - 60%
(iii) Communication and language skills - 20%
Total maximum points (percentages): 100%
Consultants may submit their EOIs as an individual firm or in association in the form of a joint venture or – sub-consultancy. All the members of the joint venture shall be jointly and severably liable for the entire assignment. The experience of sub-consultant will not be considered while short-listing. Interviews might be held, if deemed necessary.
The best qualified Consultant shall be selected and only this one selected Consultant shall be asked to submit a combined Technical and Financial Proposal.
