The International Union for Conservation of Nature (IUCN) has received financing from the World Bank toward the cost of the Regional Program on Improving Forest Law Enforcement and Governance in the European Neighborhood Policy East Countries and Russia (ENPI/East FLEG II), and intends to apply part of the proceeds for consulting services.

IUCN now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
The assignment should be fulfilled within a 1-month period starting February 1, 2016.
The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the World Bank’s Guidelines “Selection and Employment of Consultants under IBRD Loans & Grants by World Bank Borrowers” (January 2011) ("Consultant Guidelines"), setting forth the World Bank’s policy on conflict of interest and eligibility.
Consultants may submit their EOIs as an individual firm or in association in the form of a joint venture or – subconsultancy. All the members of the joint venture shall be jointly and severably liable for the entire assignment. However, the experience of sub-consultant will not be considered while short-listing. A Consultant will be selected in accordance with the Selections Based on the Consultants' Qualifications (CQS) method set out in the Consultant Guidelines. The best qualified and experienced firm shall be selected and only this one selected firm shall be asked to submit a combined technical and financial proposal. Deadline for the application is Friday, January 22, 2016, 17:00 CET.
