Assignment Title:  Consultant on Development of business plans for model projects on multiple use of forest

WWF-Russia has received financing from the World Bank  toward the cost of the regional Program European Neighborhood and Partnership Instrument (ENPI) East Countries Forest Law Enforcement and Governance (FLEG) II, and intends to apply part of the proceeds for consulting services. The consulting service (“the Service”) involves development of business plan template for model projects on multiple use of forest, hereinafter MUFR, and formulation practical recommendation for start-up businesses focusing on harvesting, storage and processing of NTFP based on the best practices and examples on regional, national and international level. Total estimated amount of the consultant’s labor input is 5 months. Additional details are given in the Terms of Reference, attached to this announcement.

WWF-Russia  now invites eligible Individual Consultants to submit a Cover Letter and CV demonstrating that they have the required qualifications and relevant experience to perform the Service. The provision of Cost Estimate of Services is optional at this stage. The shortlisting criteria are:

• higher education in forestry, economy or a directly related field of knowledge;
• at least 2 years of practical experience in fields related to the assignment;
• demonstrable skill in preparation analytical reports;
• professional written Russian language in the field of the assignment and,
• computer literacy (Microsoft Office).

The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, setting forth the Bank’s policy on conflict of interest and eligibility. A Consultant will be selected in accordance with the Selection of Individual Consultants method.

Interviews might be held, if deemed necessary. The best qualified consultant will be invited to contract negotiation. Further information can be obtained and application documents must be delivered to the address below by 3rd March 2015.
