Assignment Title: Developing draft changes for improvement of national game management legislative framework and law enforcement practices within the hunting sector in Ukraine

WWF Danube Carpathian Programme (through WWF International) has received financing from the World Bank toward the cost of the regional Program ENPI East Countries FLEG II, and intends to apply part of the proceeds for consulting services.

The consulting service (“the Service”) involves drafting the proposals for national legislation documents on introduction of improved model of state hunting system.

A consultant will be hired to:

  • Study previously developed improved model of state hunting system (available in English and Ukrainian at http://www.enpi-fleg.org/docs/draft-model-of-reformation-and-development-of-hunting-sector-in-ukraine/) and appropriate industry related EU directives and guidelines, and recommend draft proposals to national legislation, in the form of a comparable table with the proposals next to the texts of the laws;
  • Present and discuss all proposals with government, hunting experts, professionals, and civil society;
  • Encompass the outcomes of the stakeholders’ consultations in order to finalize the proposals;
  • Promote recommended proposals among national and regional authorities, and in the media.

The Consultant will be responsible for organizing at least one stakeholders meeting together with Country Project Coordinator and WWF Forest Expert.

The Consultant expected deliverables are the Interim Report, including draft recommended proposals and a Final Report on final proposals and their promotion, which should be delivered no later than the end of November 2016, with a time-input of the consultant of about 40 working days.

WWF Danube Carpathian Programme now invites eligible candidates (the “Consultants”) to submit CVs to indicate their interest in providing the Service. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Service.

The shortlisting criteria are:

  • At least 3 years required for consultant's experience in drafting proposals to legal framework;
  • Law university degree, PhD or international legal education or experience is an advantage;
  • Good knowledge of the Ukrainian hunting system, legislation, and its history;
  • Good knowledge of relevant EU and other international treaties and agreements on hunting;
  • Good knowledge of Ukrainian and English and/or other EU languages is an advantage;
  • Excellent communication skills and computer literacy.

A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Consultant Guidelines. The best qualified and experienced candidate shall be selected. Interviews might be held, if deemed necessary. The best qualified consultant will be invited to contract negotiation.
