Assignment Title: Development recommendations to improve technical norms in the area of forest management fieldwork, forest inventory, decision making process on silvicultural operations, and forest management types in the Republic of Belarus

WWF-Russia has received financing from the World Bank (through WWF International) toward the cost of the regional Program European Neighborhood and Partnership Instrument (ENPI) East Countries Forest Law Enforcement and Governance (FLEG) II, and intends to apply part of the proceeds for consulting services.
The consulting service (“the Service”) includes undertaking an analytical research on forest management fieldwork methodology, forest inventory, decision making process on silvicultural operations; drafting the suggestions on the improvements of these practices and procedures; reaching an agreement upon and optimisation of the suggestions drafted with governmental corresponding bodies.
General duration of the Assignment is 105 days from the moment of signing the contract.
WWF-Russia now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, setting forth the Bank’s policy on conflict of interest and eligibility.
A Consultant will be selected in accordance with the CQS method (Selection Based on the Consultants Qualification) set out in the Consultant Guidelines. If the selection is based on the Consultants’ Qualifications (CQS), the best qualified and experienced firm shall be selected and only this one selected firm shall be asked to submit a combined technical and financial proposal.
