Assignment Title: Educational materials review – graphics

WWF Danube Carpathian Programme, through WWF International (hereinafter “the Client”) has received financing from the World Bank toward the cost of the ENPI East Countries FLEG II Program, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Service”) include review, in terms of graphics, of the educational material developed (in the form of a Manual), in order to give clarity and effective communication.

The responsibilities include:

1. give final visual imagine (illustration, color) and design (arrangement of typography, book style) to the educational material;
2. collaborate with the project team in identifying the most suitable images (photos, graphs) to illustrate the material; nevertheless, the responsibility to provide the photos falls under the obligations of the Client;
3. will ensure that the material is in line with EC’s Communication and Visibility Manual , FLEG II brand book, and Client’s brand guidelines;
4. integrate the feedback from the Client, in order to reach the optimal result for the project;
5. will support Client in publishing the educational material, by working closely, as necessary, with the printing house selected to publish the material, in terms of preparing the print file with any specific requirements of the printing house.

The expected time of commencement of the Service is February 2015. The assignment is expected to last 2 weeks. Additional details are given in the Terms of Reference, attached to this announcement, published on http://www.enpi-fleg.org/news-and-events/opportunities/.

The Client now invites eligible individual consultants (the “Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Service.

The short listing criteria are:

• Minimum 5 years required for Consultant's experience in computer-aided graphics and/or design.
• Educational proficiency in computer graphics / design software.
• Experience in the following areas: developing materials (books, brochure, flyer, poster) for publishing, vector graphics, Adobe Creative Suite or similar.
• Good knowledge of Romanian and English

The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the World Bank’s “Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers” dated January 2011 (the “Consultant Guidelines”), setting forth the Bank’s policy on conflict of interest and eligibility.

A Consultant will be selected in accordance with the Selection based on Individual Consultants method (IC) set out in the Consultant Guidelines. The best qualified and experienced candidate shall be selected.
