Request for expressions of interest: Educational materials review (Moldova)

Assignment Title: Educational materials review (Moldova)

WWF Danube Carpathian Programme (through WWF International) has received financing from the World Bank toward the cost of the ENPI East Countries FLEG II Program, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Service”) include the review of the educational materials already developed (a Manual for teachers and students) in Moldova, under FLEG II project activity on enhancing educational and institutional capacities to create young school messengers for Moldova’s forests.

The responsibilities include:

  • Review the educational material mainly from the educational perspective, focusing on the educational objectives, students’ competences to be achieved and the educational methods proposed for each chapter from the material.
  • Input needed upon the forestry subjects and their appropriateness for high school level from the high school level curricula perspective.
  • Propose additional objectives, content, methods, as applicable, if necessary.
  • Discuss initial findings and make justified proposals for improvement.

The expected time of commencement of the Service is February 2015. The assignment is expected to last 2 weeks. Additional details are given in the Terms of Reference, attached to this announcement, published on http://www.enpi-fleg.org/news-and-events/opportunities/ .

WWF Danube Carpathian Programme now invites eligible individual consultants (the “Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Service.

The short listing criteria are:

  • Minimum 5 years required for Consultant's experience in educational institution (preferable high-school level), as teacher. Ideally, has also a background in non-formal education activities (training, interactive teaching, outdoor teaching) and international experience (projects involvement).
  • Experience in the following areas: analyses of educational materials, focusing on gaps (in terms of content) and solutions, focusing on the adaption of the teaching methods to the specific age group and profile of the student.
  • Knowledge of forestry educational curricula. Ideally, knowledge of non-formal programs and initiative for teaching forestry-related topics by other bodies e.g. NGOs
  • Very good knowledge of Moldavian/Romanian and good knowledge of English (good written English knowledge is an asset).
  • Computer literacy (MS office).

The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers” dated January 2011 (the “Consultant Guidelines”), setting forth the Bank’s policy on conflict of interest and eligibility.

A Consultant will be selected in accordance with the Selection based on Individual Consultants method (IC) set out in the Consultant Guidelines. The best qualified and experienced candidate shall be selected.
