The International Union for Nature Conservation (IUCN) has received financing from the World Bank toward the cost of the Regional Program on Improving Forest Law Enforcement and Governance in the European Neighborhood Policy East Countries and Russia (ENPI/East FLEG II), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include making a detailed analysis of selected ENPI FLEG Program Activities and will include:

  • Work with Country Program Coordinators to develop a short list of indicative activities that can be analyzed to determine the impact and contribution achieved from the activity;
  • Work in close consultation with the ENPI-FLEG personnel to exchange information that will be used to help highlight direct and indirect benefits from selected activities.
  • Work with representatives from the IUCN Communications team to accurately portray the effects that selected activities have had on inter alia policy development and change, local forest management changes/adaptations, forest dependency, and rural livelihood development ;
  • Create a clearly written documents that provides concrete examples about what FLEG has actually accomplished;

The IUCN now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • A University undergraduate degree required and team members at least enrolled in a Masters Program in an accredited University. Team leader(s) require a Ph.D. in the field of environmental policy or other related discipline;
  • Experience in working in a Team approach with a minimum of 4 individuals who can form part of an integrated team to address multiple natural resource-oriented pathways;
  • A Team that is supported by a registered Consulting business or University;
  • Ability to maintain confidentiality and use discretion when dealing with sensitive political issues, preferably a multi-national Team representation;
  • Willingness and availability to travel to Western and Eastern Europe for training and to have 1-3 team members seconded in IUCN’s HQ for a 1-3 month period beginning in May 2015;
  • Computer literacy with the use of Powerpoint, Word and EXCEL.

The assignment should be fulfilled within a 12-month period starting May 1, 2015

The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the World Bank’s Guidelines “Selection and Employment of Consultants under IBRD Loans & Grants by World Bank Borrowers” (January 2011) ("Consultant Guidelines"), setting forth the World Bank’s policy on conflict of interest and eligibility.

Consultants may submit their EOIs as an individual firm or in association in the form of a joint venture or – subconsultancy. All the members of the joint venture shall be jointly and severably liable for the entire assignment. However, the experience of sub-consultant will not be considered while short-listing. A Consultant will be selected in accordance with the Selections Based on the Consultants' Qualifications (CQS) method set out in the Consultant Guidelines. The best qualified and experienced firm shall be selected and only this one selected firm shall be asked to submit a combined technical and financial proposal. Deadline for the application is Friday, April 10, 2015, 17:00 CET.
