REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICE – FIRMS SELECTION)

Assignment Title: FLEG storytelling (short films within each country on the national and regional FLEG activities)

WWF Danube Carpathian Programme (through WWF International) has received financing from the World Bank toward the cost of the ENPI East Countries FLEG II Program, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Service”) include FLEG storytelling (short films within each country on the national and regional FLEG activities), Service consisting of the following:

1. plan for the video production: finalize 7 scripts based on the information and general plot line provided by WWF (based on the discussion with FLEG II Communication Coordinators team - CCT); plan and arrange the trips to 7 countries; obtain all necessary technical equipment;
2. shoot the videos; produce good quality photos of the heroes (portrait and in action)
3. finalize the video product: edit the video material to produce 7 engaging video stories, of about 5 min each; translate and voice/subtitle the videos (the videos should be produced both in English and Russian languages).

Timeline: the videos are expected to be produced between March and September 2016; the first video is foreseen to come out no later than mid April, the fourth video no later than end of June, and the seventh video no later than end of September.

WWF now invites eligible consulting firms (the “Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Service. The short listing criteria are:

• At least 2 years experience in the field of video/film production (a portfolio should be provided)
• At least 1 year experience working in FLEG II countries (not necessary in all of them but especially within the FLEG II region)
• Professional language skills: writing and reviewing in English and Russian
• Experience in the interview format.

Consultants may submit their EOIs as an individual firm or in association in the form of a joint venture or – subconsultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment. However, the experience of sub-consultant will not be considered while short-listing.

A Consultant will be selected in accordance with the Selection based on Consultants Qualifications (CQS) method set out in the Consultant Guidelines, for which the best qualified and experienced firm shall be selected and only this one selected firm shall be asked to submit a combined technical and financial proposal.
