WWF-Russia has received financing from the World Bank (through WWF International) toward the cost of the regional Program European Neighborhood and Partnership Instrument (ENPI) East Countries Forest Law Enforcement and Governance (FLEG) II, and intends to apply part of the proceeds for consulting services.

The consulting service (“the Service”) involves preparation of two popular scientific articles on the best forest management practices in Belarus for the Sustainable Forestry  Magazine. The duration of the assignment is approximately two calendar months. Additional details are given in the Terms of Reference, attached to this announcement.

The WWF-Russia now invites eligible Individual Consultants to submit a Cover Letter and CV demonstrating that they have the required qualifications and relevant experience to perform the Service. The shortlisting criteria are:

  • the Consultant has to know Russian,
  • profile forest or classical scholar higher education.
  • experience of writing forestry-related articles that meet the above qualifications
  • knowledge of the forest management sector of Belarus on a profile of the main work (government forest management bodies, scientific or educational organizations, public organizations, mass media). 

The Consultant must provide the minimum of 5 own articles published during 2010-2014 as evidence of the experience meeting these qualification requirements.

The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, setting forth the Bank’s policy on conflict of interest and eligibility.

A Consultant will be selected in accordance with the Selection of Individual Consultants method. Your experience and qualification shall conform to the requirement as specified in the terms of reference.

Interviews might be held, if deemed necessary. The best qualified consultant will be invited to contract negotiation. Further information can be obtained and application documents must be delivered to the address below by 12 August 2015.
