WWF-Russia has received financing from the World Bank (through WWF International) toward the cost of the regional Program European Neighborhood and Partnership Instrument (ENPI) East Countries Forest Law Enforcement and Governance (FLEG) II, and intends to apply part of the proceeds for consulting services.
The consulting service (“the Service”) involves This TOR consists in preparation of proposals for improving the system of allocation and evaluation of felling sites, logging in the forests of Republic of Belarus with consideration for enforcement practice. The review will include
analysis of forest legislation and its enforcement on allocation and evaluation of felling sites in forests of the Republic of Belarus; develop proposals to improve system of logging, allocation and evaluation of felling sites, organize revision of the developed documents by the interested authorities and improve them according to the comments.
The Assignment is divided into stages. General duration of the Assignment is 14 month.
WWF-Russia now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, setting forth the Bank’s policy on conflict of interest and eligibility.
A Consultant will be selected in accordance with the Selection of Individual Consultants method. Your experience and qualification shall conform to the requirement as specified in the terms of reference.
