Assignment Title: Preparing Text of the Possible Draft Law on the Establishment of Pontic Oak (Quercus pontica) Protected Area, for Subsequent Consideration by the Georgian Authorities

WWF-Caucasus Programme Office has received financing from the Austrian Development Agency (through the World Bank and WWF International) toward the cost of the regional Program European Neighborhood and Partnership Instrument (ENPI) East Countries Forest Law Enforcement and Governance (FLEG) II, and intends to apply part of the proceeds for consulting services.

This consulting service involves the preparation of text of the possible draft law on the establishment of Pontic oak Protected Area. The selected firm should take all necessary steps for the accomplishment of this task, including a feasibility study, stakeholder consultations and communication with relevant state authorities and WWF-Caucasus Programme Office.

The expected time of commencement of the service is May 2015. Additional details are given in the Terms of Reference, attached to this announcement.

WWF-Caucasus Programme Office now invites eligible firms (“Consultants”) to indicate their interest in providing this service. Interested Consultants should provide information that they have the required qualifications and experience to perform this service, according to these criteria (the experience of both, the firm and the individual staff members or hired consultants):

Consultant (firm)

  • At least five years of working experience in nature conservation
  • The extent of experience in planning new Protected Areas (PAs)
  • The extent of relevant experience in publishing small (A4 sized) information leaflets
  • The extent of experience in preparing and/or installing information banners
  • At least three years of working experience in communication with local population in Georgia
  • Demonstrated ability to provide high-quality reports in Georgian.

Key personnel (own staff or consultants to be hired for the fulfilment of this task) – coordinator for the feasibility study

  • University degree or equivalent, preferably in nature conservation or a related field(s)
  • At least three years of working experience in PA management or a related field
  • The extent of experience in preparing or helping prepare (guiding, advising, coordinating) texts of potential draft laws on the establishment of Protected Areas in Georgia (according to the current APA requirements) or related fields
  • The extent of experience in meeting with local stakeholders (municipalities, community representatives) in Georgia and reaching agreements (protocols or equivalent)
  • Excellent communication skills
  • Fluency in Georgian.

Key personnel – botanist

  • University degree or equivalent in biology (botany)
  • At least three years of working experience in field-based botanical surveys
  • Excellent communication skills
  • Fluency in Georgian.

Key personnel – GIS expert

  • University degree or equivalent or adequate training received in GIS
  • At least three years of working experience in producing GIS maps (including taking GPS coordinates and digitizing)
  • Excellent communication skills
  • Fluency in Georgian.

The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, setting forth the Bank’s policy on conflict of interest and eligibility.

The Consultant will be selected in accordance with the Consultants’ Qualifications (CQS) method. Your experience and qualification (described in your Expression of Interest, EOI) will be evaluated as follows:

            (i)   Overall experience relevant to the assignment -                                   20%               

            (ii)  Qualifications and competence specifically for the assignment -         60%               

            (iii) Communication and language skills -                                                   20%

            Total maximum points (percentages):                                                        100%

Consultants may submit their EOIs as an individual firm or in association in the form of a joint venture or – sub-consultancy. All the members of the joint venture shall be jointly and severably liable for the entire assignment. The experience of sub-consultant will not be considered while short-listing. Interviews might be held, if deemed necessary.

The best qualified and experienced Consultant shall be selected and only this one selected Consultant shall be asked to submit a combined Technical and Financial Proposal.
