Assignment Title: School Forestry in Syunik Region of Armenia

WWF-Armenia has received financing from the World Bank (through WWF International) toward the cost of the regional Program European Neighborhood and Partnership Instrument (ENPI) East Countries Forest Law Enforcement and Governance (FLEG) II, and intends to apply part of the proceeds for consulting services.

This consulting service (“the Service”) is aimed at development and presentationof a book and a CD on forest related vegetation of Armenia with the ultimate goal to have more aware wide public about the value of forests and related vegetation as well as the need of their protection in Armenia.

The expected time of commencement of the service is March-April 2015. Additional details are given in the Terms of Reference, attached to this announcement.

WWF-Armenia invites eligible firms (“Consultants”) to indicate their interest in providing this service. Interested Consultants should provide information that they have the required qualifications and experience to perform this service, according to these (shortlisting) criteria:

  • Experience in work with schoolchildren in the field of environment related issues.
  • Experience in organization and implementation of workshops, trainings, seminars, contests and production of communications materials.
  • Knowledge of Armenian and English languages.

The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, setting forth the Bank’s policy on conflict of interest and eligibility.

The Consultant will be selected in accordance with the Consultants’ Qualifications (CQS) method. Your experience and qualification (described in your Expression of Interest, EOI) will be evaluated as follows:

(i) Overall experience relevant to the assignment: 20%
(ii) Qualifications and competence specifically for the assignment: 60%
(iii) Communication and language skills: 20%
Total maximum points (percentages): 100%

Consultants may submit their EOIs as an individual firm or in association in the form of a joint venture or – sub-consultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment. The experience of sub-consultant will not be considered while short-listing. Interviews might be held, if deemed necessary.

The best qualified and experienced Consultant shall be selected and only this one selected Consultant shall be asked to submit a combined Technical and Financial Proposal.
