WWF-Armenia has received financing from the World Bank (through WWF International) toward the cost of the regional Program European Neighborhood and Partnership Instrument (ENPI) East Countries Forest Law Enforcement and Governance (FLEG) II, and intends to apply part of the proceeds for consulting services.
The aim of this consulting service (“the Service”) is to have respective forest stakeholders in Armenia skilled in the issues of protected areas, species monitoring and other related topics overall to contribute to sustainable forest management.
The expected time of provision of the service is March – July 2016. Additional details are given in the Terms of Reference, attached to this announcement.
WWF-Armenia invites eligible firms (“Consultants”) to indicate their interest in providing this service. Interested Consultants should provide information that they have the required qualifications and experience to perform this service, according to these (shortlisting) criteria:
The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, setting forth the Bank’s policy on conflict of interest and eligibility.
The Consultant will be selected in accordance with the Consultants’ Qualifications (CQS) method. Your experience and qualification (described in your Expression of Interest, EoI) will be evaluated as follows:
(i) Overall experience relevant to the assignment: 20%
(ii) Qualifications and competence specifically for the assignment: 60%
(iii) Communication and language skills: 20%
Total maximum points (percentages): 100%
Consultants may submit their EoIs as an individual firm or in association in the form of a joint venture or – sub-consultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment. The experience of sub-consultant will not be considered while short-listing. Interviews might be held, if deemed necessary.
The best qualified and experienced Consultant shall be selected and only this one selected Consultant shall be asked to submit a combined Technical and Financial Proposal.
