REQUEST FOR EXPRESSIONS OF INTEREST (Individual consultant selection)

Assignment Title: Translation in Russian and English of the educational material developed in Moldova under FLEG II

WWF Danube Carpathian Programme (through WWF International) has received financing from the World Bank toward the cost of the ENPI East Countries FLEG II Program, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Service”) include the translation in Russian and English of an educational material of 64 pages in Romanian language, in average with approx. 350 words on the page, including topics related to forestry and education.

 The assignment responsibilities include:

  • An Individual Consultant (or two Consultants for each language, Russian and English), will be selected to make the translation in Russian (specifically, from Romania into Russian) and English (specifically, from Romanian into English) of the educational material referred above, named “Forest in the context of sustainable development”[1].
  • The Consultant(s) estimated work-time to fulfill the assignment is 15 days for each language, after signing the contract(s). Around 5 pages per day are expected to be translated.
  • Most probably the material in each language (Russian and English) will be published (estimate early September 2015), and the Consultant(s) will be requested to make one proofreading of the materials, in between graphics completion and typography printing, in order to ensure font correction (especially for Russian material).

The expected time of commencement of the Service is August 2015. The assignment is expected to last 2 weeks. Additional details are given in the Terms of Reference, attached to this announcement, published on http://www.enpi-fleg.org/news-and-events/opportunities/ .

WWF Danube Carpathian Programme now invites eligible individual consultants (the “Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Service.

The short listing criteria regarding the required qualifications are:

  • At least 3 year experience in translations (Romanian-English, Romanian-Russian), especially technical translation – preferable related to forestry documents translation (1 year experience).
  • University degree in foreign languages (Russian, English), arts-letters, literature.
  • Certified license for translation (Romanian-English, Romanian-Russian), preferable translator with authorization / accreditation.
  • Excellent knowledge of Romanian, English and Russian.

The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the World Bank’s “Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers” dated January 2011[2] (the “Consultant Guidelines”), setting forth the Bank’s policy on conflict of interest and eligibility.

A Consultant will be selected in accordance with the Selection based on Individual Consultants method (IC) set out in the Consultant Guidelines. The best qualified and experienced candidate shall be selected.
