Assignment Title: ENPI FLEG II INDIVIDUAL CONSULTANT FOR TESTING AND REPLICATING SUCCESSFUL MODELS OF SUSTAINABLE AND LEGAL FOREST USE BY FOREST-DEPENDENT COMMUNITIES - PILOT AREAS IN NORTH-WESTERN RUSSIA, BURIYATIA AND RFE.

The International Union for Nature Conservation (IUCN) has received financing from the World Bank toward the cost of the Regional Program on Improving Forest Law Enforcement and Governance in the European Neighborhood Policy East Countries and Russia (ENPI FLEG II), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include: testing and replicating successful models of sustainable and legal forest use by forest-dependent communities - pilot areas in North-Western Russia, Buriyatia and RFE (in accordance with Activity 4.1 of the Russia Program Country Work Plan) and specifically: Collect and analyze baseline information (including data, statistics, reports, publications, polls results etc.) on the Model implementation and its positive effects in Bezhanitsky raion of Pskovskaya Oblast; create an easy to understand analytical report on the benefits and legal status of the Model implemented; define communities which are interested in replicating the Model at their territory; perform baseline monitoring of the socio-economic situation and resource base in the interested forest-dependent communities; facilitate seminars, meetings and consultations on the Model replication and relevant information transfer in three macroregions: North-Western Russia, Baikal region and RFE; provide consultancy, legal analysis and geographic applicability of the Model replication for specific recipient communities across Russia. This task will be done in close cooperation with the Consulting firm to be hired for creating an online library of best practices and cases of legal and sustainable forest use by local forest-dependent communities (Act. 1.4 Russia CWP); perform monitoring of success and collect lessons learned from the Model replication and provide region-specific analysis of success and hurdles of the Model implementation; help Country Program Coordinator to prepare information campaign and establish working relationships with the local media in recipient communities; contribute to the preparation of the publications and news alerts about the results of the work; upon request of the Country Program Coordinator cooperate with the other national level and ENPI countries consultants working on the similar assignments. The assignment is supposed to be fulfilled within a 12-months period starting December 15, 2014 with extension possible based on performance.

The IUCN now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Proven knowledge of forestry-related legislation as well as environmental protection legislation;
  • Existing knowledge and working relationships with the municipal leaders and Protected nature Areas heads across Russia.
  • Proven experience in organizing and facilitation public events, seminars and consultations;
  • Strong analytical skills in the area of the forest legislation, forest governance and local community development;
  • Perfect literacy in Russian and knowledge of English;
  • Negotiations skills and ability to find compromise;
  • Familiarity with the principles and details of ENPI mechanisms and FLEG process as well as knowledge and sharing IUCN values will be an asset.

The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the World Bank’s Guidelines “Selection and Employment of Consultants under IBRD Loans & Grants by World Bank Borrowers” (January 2011), setting forth the World Bank’s policy on conflict of interest and eligibility.

Consultants may submit their EOIs accompanied with an extended CV.

A Consultant will be selected in accordance with the Individual Consultants’ selection method set out in the Consultant Guidelines. The selection criteria and their weight in the overall scoring are shown in Appendix 1. The best three shortlisted qualified and experienced Consultants shall be shortlisted and shall be asked to submit a financial proposal.
