­Vacancy Announcement for consultancy services on design, supervision of civil works and training for the establishment of the tugay forest pilot nursery site in Samukh (Azerbaijan)

As an Implementing Organization of the European Commission financed European Neighbourhood and Partnership Instrument – East Countries - Forest Law Enforcement and Governance (ENPI East FLEG) Program second phase (www.enpi-fleg.org), the World Bank is seeking for a Company which shall provide consultancy services on design, supervision of civil works and training for the establishment of the tugay forest pilot nursery site in Samukh region of Azerbaijan to be delivered under the framework of the Program.

About the Program: The European Commission financed European Neighbourhood and Partnership Instrument – East Countries - Forest Law Enforcement and Governance (ENPI East FLEG) Program second phase will promote the development of improved forest law enforcement and governance arrangements in seven targeted countries: Azerbaijan, Armenia, Georgia, Moldova, Ukraine, Belarus and Russia. The project’s core funding is provided through a grant agreement from the European Commission to the World Bank. The project is being undertaken as a partnership among the World Bank, IUCN and WWF. IUCN and WWF received sub-grants from the World Bank and are key implementation partners. Each of the three partnered program implementation organizations is responsible for its own set of specified project activities and deliverables. Three broad categories of stakeholder groups are targeted by the project: government (line departments, parliamentarians, local authorities and the judiciary); civil society (NGOs, community organizations and forest-dependent communities); and the private sector (particularly timber companies). The program defines the policy, legal, institutional and economic obstacles to improved forest governance (including the control of illegal logging); test pilot innovative approaches to overcoming these obstacles; enhance the capacity of key stakeholders to implement forest governance reforms; and disseminate the lessons learned at national, regional and global levels.

Description: The company will provide consulting and advisory services and carry out overall project management for the target community to facilitate the implementation of the pilot project aimed at establishing a nursery for the rehabilitation of Tugay forests (riparian forests in arid landscapes) in the Samukh district of Azerbaijan. The community and pilot district have been defined by the Country Workplan (Activity 4.2). It is envisaged that a company will be selected to undertake this assignment which will provide support to the target community in the implementation of the pilot project.. This assignment will include the following tasks:

  1. Consulting/Advisory Services
    • In close coordination with the Program Focal Point and National Coordinator, to facilitate consultations with the stakeholders (local community, local government and municipality, local businesses) in order to determine the location for the construction of the nursery and for the Tugay forest rehabilitation site. The detailed records of the consultation meetings should be maintained and properly documented;
    • To assess the proposed options for the nursery location and forest rehabilitation site against economic, infrastructural, social and environmental considerations. The latter shall be presented in the form of simplified site-specific Environmental Management Plan;
    • To identify the species to be grown in the nursery and describe the methodology for growing and further planting the seedlings. This proposed species and methodology shall be reviewed by, and agreed with the National Focal Point (MENR) and Program Coordinator;
    • To develop a workplan indicating all phases of the preparation of detailed design, specification of necessary construction materials, and supervision of civil works to be implemented by local executive authority (local administration) and/or local community of the district;
    • To develop detailed design for the nursery and all related infrastructure, including water supply, heating, lighting, solid waste management, in consultation of stakeholders and forest sector representatives;
    • In the process of implementation and upon completion of the civil works and establishing the nursery, to deliver training to the target community, necessary for the community to operate and manage the nursery;
    • To provide advisory services to the community on the issues related to the planting the seedlings on the identified forest rehabilitation site.
  2. Post-assignment follow up
    • The Company will provide supervision, trainings and advisory services to the target community within 6 month after the start up of the nursery
  3. Target community participation and public outreach
    • Upon commencement of the assignment, the Company will agree with the target community the types of works and services which the community members will implement;
    • The contacts with mass media will be conducted by the Program CCC and National Program Coordinator.

For the implementation of the above tasks, the Company will be working in close coordination with the National Programme Coordinator. The Company shall agree with them the working plan indicating the nature and timing for the delivery of the services.

Qualifications:

General qualification requirements are as follows:

  • Minimum 5 years of experience in the management and implementation of similar projects;
  • Experience with supervision, trainings and advisory services for community mobilization activities;
  • Knowledge of the financial management and environmental and social compliance;
  • Fluency in Azerbaijani and Russian; good command of English is an advantage.

Location: Baku, Azerbaijan

Duration: 18 month period from May 15, 2015 to October 31, 2016,
